Question about kick from the penalty mark.

In a seventh division playoff between Dro and Termeno, they went to kicks from the penalty mark to decide the winning team (see link below).

A shot initially hits the crossbar and deflects in the air. The goalie thought it was a miss and walked away. The ball landed with backspin in the field of play and bounced in to the goal. The referee ruled it a goal.
The decision was appealed and 'won on the basis that, during a shootout, a ball that hits the bar and lands back onto the pitch is to be ruled dead. So the match will be replayed.'

Is this a local rule or FIFA?

We cannot fathom why the competition authority would come up with this ruling. The ball is in play on a penalty kick, and by extension in kicks from the penalty mark, until all energy imparted to it from the kick has been exhausted. The referee ruled correctly that this shot counted.

From the Laws of the Game, page 41:
'When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar:
- the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper'

Hi Dennis
This question has been asked a number of times on the site. I am unsure what if any ruling has been made on this. As far as I'm concerned the referee made the correct decision and the goal should stand.

This video is all over the internet and is accompanied by an article that makes the blatantly incorrect statement that the ball came 'back onto' the pitch. The ball never left the pitch but the statement that it came back onto the pitch insinuates that it had. the crossbar does not miraculously not be a part of the field of play at kicks from the penalty mark. the ball never left the pitch. this was a valid goal. No one other than the folks that reversed the referee's decision have any idea why this is not a valid goal
