I question this appeal decision if it is indeed correct?. There is nothing in the Laws that allow for the ruling that the penalty is completed in KFTPM when the ball hits the ground after making contact with the frame of the goal or the goalkeeper at a penalty kick in KFTPM. I suspect that if the ruling has been made by a competition authority it will be challenged to its National Body. All the GK had to do was kick the ball away rather than a silly celebration while the ball was still in motion.

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino Yes this is a goal. the crossbar is part of the field of play. the statement regarding the decision to reverse the correct decision of the referee wrongly states the ball left the pitch. It didn't.
