Hi Micheal
Law 14 states
'' When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar:
# the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper
The referee decides when a penalty kick has been completed.''
There is no reference to direction of the ball, it touching the ground etc.
It has always been the referees' view that the penalty has been completed in extended time or in KFTPM when it goes wide or has no hope of entering the goal from the momentum imparted on the ball from the original kick.

Apparently some league officials in Italy believe so. This is contrary to the Laws as quoted by Ref McHugh. I expect this ruling for a replay of the game to be challenged.

No. The kick is over when the referee says it is but as long as the ball is moving at all, the referee should not stop play.
