Question Number: 25087Kicks From The Penalty mark 6/10/2011RE: 4 Andre Linford of Bournemouth, UK asks...I've read that in a penalty shoot-out the ball is dead after it has ceased it's forward momentum, is this correct? Or is it only correct if it has made contact with the goakleeper? Or is it neither? Answer provided by Referee Gary Voshol The ball is dead when all energy imparted to it by the kick has been disappated. Please see all our other questions related to that viral Italian video.

Implied knowledge of Law 14 is that the penalty is completed when a goal has been scored or the ball goes wide or there is no chance that the ball will enter the goal with the momentum imparted on the ball from the original kick.

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino Where have you read either of these incorrect statements? probably on a soccer blog run by soccer players and commentators. Hopefully not on any referee site. The kick ends when the ball goes out of play or the referee signals the kick is over. the referee should never signal the end of a penalty kick or kick from the mark while the ball is still in motion and has any chance of scoring. The Italian committee that ruled the kick is over when the ball hits the crossbar have lost their collective minds.
