What are the rules concerning blowing the whistle at a corner. Does he have to blow it then the player takes it? Or can the players just put the ball down and play the ball whenever they want?

Hi
There is no requirement for the referee to blow the whistle either to award a corner kick or for a corner kick to be taken.
It is good practice for the referee to signal for a restart where there has been a delay to alert players that play is restarting. In normal play that is not required.
At the highest levels I have now noticed the blowing of a whistle by referees to award corner kicks. That is only necessary where play has continued or where there is doubt as to what has been awarded.
The Advice to referees in the Laws of the Game state
'' The whistle is NOT needed to:
# stop play for:
? a goal kick, corner kick or throw-in
? a goal
# restart play from:
? a free kick, goal kick, corner kick, throw-in
