Kicks From The Penalty mark 7/30/2011

This question is a follow up to question 100

What happens suppose 2 teams are taking penalty kicks, and team A has 11 players and team B has 9 players. This is in the event that all players from team B have taken the kicks. Is it mandatory for the goal keeper from team A to take a kick despite having been injured and unable to kick a ball.

Assuming that your situation arose at the end of regulation time, each team would begin the kicks with 9 players each. When the first kick is taken during kicks from the penalty mark, both teams must have the same number of players. The referee will ask the captain of the team with more players to determine who will not participate.

Once the kicks begin, it is mandatory for all eligible players to kick once before anyone can kick a second time. This includes the keeper. If the teams have unequal numbers after the first kick (due to injury or red cards), each team will have more eligible kickers than the other, but the same rule applies: no player can kick again until all other eligible players have kicked once.

If a goal keeper is injured during the kicks phase, the keeper may be replaced with a substitute. (If anyone else is injured, they cannot be replaced but they are not required to further participate in the kicks.) If the keeper is not replaced and continues to act as the keeper when the opponent's are taking a kick, the keeper must kick before someone on the keeper's team may kick a second time.

If the teams are unequal in number before Kicks From The Penalty Mark start, the other team 'reduces to equate'. The captain will inform the referee who will not be taking part, and that player or players will leave the field.

If a player is injured and cannot continue once the KFTPM start (or if someone is sent off), there is no further reducing to equate. Should one team use all the available players, the players from that team will begin a second round of kicks before the other team does.

If the goalkeeper is injured and unable to take a kick, she is also unable to play in goal. The team will have to appoint someone else to defend the net. If the team has substitutions remaining, a new goalkeeper can come off the bench. This is the only time that a substitution can occur in KFTPM.

Hi Fortune
Before kicks from the penalty marks begin the referee ensures that both team have the same numbers of players on the field of play. In this case Team a will be afforded the oppotunity of nominating two players who do not have to take a kick and they leave the field of play.
If the goalkeeper becomes injured then he can be replaced with a substitute if the team has not used up all its available substitutes. A player other than the goalkeeper who is injured may not be substituted during the taking of kicks from the penalty mark.
If the team has used all its substitutes then the goalkeeper who is injured is excused and he takes no further part in KFTPM. A team mate will have to take over goalkeeping duties from that point onwards until the KFTPM are concluded.
