can you change goalkeepers during sudden death penalties?

During Kicks From The Penalty Mark to determine a winner, the goalkeeper can freely change positions with any of the other players on the field. You could have a different goalkeeper for every kick if you wanted. The uniform requirements of Law 4 still apply - the keeper has to be dressed in different colors.

The Laws say, 'A goalkeeper who is injured while kicks are being taken from the penalty mark and is unable to continue as goalkeeper may be replaced by a named substitute provided his team has not used the maximum number of substitutes permitted under the competition rules.' This is the only substitution allowed in KFTPM.

Hi Sirhaan
There is no restriction on the goalkeeper being changed with any outfield player that was on the field of play at the final whistle during kicks from the penalty mark. the same applies during normal play.
Indeed at underage some teams decide in certain games to play with its 'best' goalkeeper in an outfield position during play but to put that player in goals for kicks from the penalty mark.
the Law also states that if a goalkeeper becomes injured during KFTPM the team can use its substitute goalkeeper if the team has not used all its quota of substitutions during normal play.

Yes.
If the goalkeeper is injured during kicks from the mark, the keeper may be replaced by a substitute (if the team did not use all of its substitutions during the match). Absent an injury, however, a substitution is not allowed.

Any of the eligible kickers may change roles with the keeper during kicks from the mark, provided the referee is notified.
