This question is a follow up to question 25381

Thanks for clarifying this. I brought this to the attention of our AYSO unit, & the speaker agreed that he mispoke & would correct this. The speaker is an excellent referee & teacher, officiates in several different leagues, & apparently confused it with high school rules.
