Question Number: 25404Kicks From The Penalty mark 9/9/2011RE: club level Under 16 kevin pines of tannum sands, qld australia asks...During a game that has finished as a draw and extra time has also resulted in a draw penalty shoot out was next. Scene - the 3rd player runs up to the ball, he 'baulked' and then kicked the ball to the goal and it was saved by the goalkeeper. The player was given a yellow card and because of it being his 2nd offence was given the red card and sent off. Question - the ref then went to the team that had had their player sent off and asked them for a replacement kicker for the one he had sent off. In effect, the team that had the player sent off had 6 attempts at the goal and the other team had their proper 5 atempts. Can you tell me if that player sent off should have been replaced after he had had his attempt and missed etc shosuld have been replaced? Many thanks (ps..they play via the FIFA rules during penalty shoot outs). Answer provided by Referee Joe McHugh Hi Kevin First off if a referee deems that a penalty kick is to be retaken in KFTPM it must be taken by a player who was on the field of play at the final whistle. A retake is not an extra penalty kick. It is what it is, a retake and it does not even have to be taken by the original kicker. You do not mention why the penalty kick had to be retaken and the only person who can answer that is the referee. Now when the kicker infringes the Laws of the Game at a penalty kick and a goal is not scored the kick is not retaken. If a goal is scored the PK is retaken. When both teams infringe at a penalty kick the law states that the penalty is retaken whether a goal is scored or not. Substitutions are not allowed after the final whistle. We all know that when a player is sent off he cannot be replaced and the team play short even in kicks from the penalty mark. After KFTPM begin there is no requirement to equate the number of players on both sides. As the player committed an illegal feint the player is cautioned for unsporting behaviour and sent off as it is a second caution and there is no requirement for the opponents to reduce by one as KFTPM has already started. The team simply continue with the players entitled to be on the field of play at the final whistle

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino No no no!!!!! Only the players on the field are allowed to participate in the kicks phase. There can be no substitutions unless the goalkeeper is injured which is not the case here. Furthermore, a player sent off simply cannot be replaced. After the send off, that team would just have 10 participants.
To make matters worse, the referee then ordered a retake of the kick. y he did this one can only guess as there is no reason in Law to allow this based on what you describe.
The Laws Of The Game were clearly misapplied not once but twice. If your team lost this match is certainly may be protested and the match should be replayed or the kicks phase repeated and managed properly.

The ref correctly cautioned the player for this, and because it was his second caution, he was sent off. Because the kicker infringed Law 14 and the ball did not go in the net, the result of the kick should have been no score; move on to the next kicker from the other team. Either the referee messed up, making the game results protestable, or the goalkeeper also infringed Law 14. If both offense and defense commit an infringement, then the kick must be retaken. If the kick was to be retaken, then another player who has not yet kicked must take the kick. This would not be a substitution - it must be from a player who is already on the field - and really can't be considered a 'replacement'. If a kick needs to be retaken, then it is as if the original kick never happened. Any eligible player can take that kick. If the kicker had not been sent off (if it was only his first caution), the kicker could try again or a teammate could take the kick.
