Question Number: 25415Kicks From The Penalty mark 9/11/2011RE: Adult mark regent of 0, Clarendon Jamaica asks...in a penalty shoot out if a player kicks the penalty and the ball hit the upright and on its way out hit the goal keeper and went back in the goal should that be consider as a goal? Answer provided by Referee Joe McHugh Hi Mark No question that it is a goal. To quote the relevant part of Law 14 '' When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar: # the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper The referee decides when a penalty kick has been completed.'' This also applies to kicks from the penalty mark so in your scenario when the ball hit the goalpost and the goalkeeper before crossing the goal line a goal was scored.
