Question Number: 25635Kicks From The Penalty mark 10/20/2011RE: rec Under 13 Steven Pereira of Hanapepe, HI USA asks...This question is a follow up to question 2234 In a PK shootout to determine the winner of a game, is the kicker allowed to strike the ball a second time if it bounces of the keeper? My instincts says no, but the official FIFA rule book does not discuss this specifically. Rather it states: 'Unless otherwise stated, the relevant Laws of the Game and International F.A. Board Decisions apply when kicks from the penalty mark are being taken.' It would then appear that one must refer to Law 14 on penalty kicks, and that if during the shootout kick the ball bounces of the goalie back toward the kicker, it is a live ball that can be kicked again for a goal. Answer provided by Referee Joe McHugh Hi Steve The Laws of the Game does cover this just in a slightly roundabout way. As you quote the LotG apply during KFTPM. Law 14 states that when a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper. Note that the kicker is specifically excluded from that statement. So when the kicker touches the ball for a 2nd time at a penalty kick in KFTPM or when time has been extended, the kick is then deemed to be completed and no goal can then be scored.

The ball, however, is in play until the referee says otherwise. This means that the ball may be initially saved by the keeper but may backspin into the goal if the keeper ignores the fact that the ball is still in motion and doesn't stop it a second time
