Answer provided by Referee Jason Wright Part of your foot can.
The laws of the game require that both feet must be on or behind the line - meaning that as long as the heel of your foot is still on the line then there's no problem.

As long as any part of the foot is touching any part of the line that is legal. Once the foot is fully over the line that is an incorrectly taken throw in and the throw in is turned over to the opposition.
