Law 14 - Penalty kick 2/22/2012

Under FiFA Laws, where does it state that a player can be substituted at the taking of a Penalty Kick (dead ball), but can not take the kick? I have heard it a couple different ways.
1) can be sub'd but can not take the kick.
2) can not be sub'd until the Penalty kick is taken.
3) can be sub'd and any player on the field can take the PK - the sub'd player is now a legal player on the field and can take the kick.
Which one is correct under FIFA? Where is it stated?

Under FIFA Laws Of The Game with no modifications, a substitution may be made at ANY stoppage. This is found in Law 3:

To replace a player with a substitute, the following conditions must be
observed:
? the referee must be informed before any proposed substitution is made
? the substitute only enters the fi eld of play after the player being replaced
has left and after receiving a signal from the referee
? the substitute only enters the fi eld of play at the halfway line and during a
stoppage in the match
? the substitution is completed when a substitute enters the fi eld of play
? from that moment, the substitute becomes a player and the player he has
replaced becomes a substituted player
? the substituted player takes no further part in the match
? all substitutes are subject to the authority and jurisdiction of the referee,
whether called upon to play or not

As far as who is allowed to take a penalty kick, the only stipulation found in Law 14 is this:

The player taking the penalty kick:
? must be properly identified

ANY player may take the penalty kick. As soon as the substitute becomes a player as outlined in Law 3, he may take the penalty kick. Further, if for whatever reason the penalty kick must be retaken, ANY player may take the retaken penalty kick.

These facts are reiterated in the USSF publication Advice To referees On The Laws Of The Game:

the attacking player taking the penalty kick is clearly identified to the referee and the
goalkeeper,
and
14.5 RETAKING THE PENALTY KICK
If a penalty kick is ordered retaken, it is not necessary for the same player to perform the restart.

The confusion arises because high school rules are different. NFHS rules do not provide for a substitution opportunity on a penalty kick. Even if a substitution opportunity arises because of caution, disqualification or injury, the substitute may not take the penalty kick.

Under the laws of the game, there are no such restrictions. (Note: some youth leagues modify rules regarding when a substitution may occur.) Any player may take the penalty kick.

Hi dawn
Under FIFA Laws of the Game there are no restrictions on a substitution being made at a penalty kick nor any restriction on who may take a penalty kick with one exception.
If a player has been injured and she receives treatment then that player has to leave the field of play and she must wait for the penalty kick to be taken before she can re-enter the field of play.

It sounds like you have confused the high school rules on penalty kicks with the Laws of the Game. HS is different - a substitute coming into the game at that point, although now a player, is not allowed to take the kick.

Under the LOTG, if a substitution is made at a PK, the sub who is now a player is as eligible as any other player on that team. And should the PK be retaken for any reason, a completely different player can take the next kick.
