It all depends on the competition rules. In the absence of a local underage rule I would believe that if it is a full sided game with 11 v 11 that offside will be applicable.
Coaches generally know the competition rules so I would normally check with both coaches to confirm a particular modification such as offside etc

Generally speaking, offside (law 11) will be enforced above u10.
