When a player takes a penety kick and hit the crossbar can he play the ball again in rebound?

He cannot. The ball needs to touch another player - including the goalkeeper - before the kicker can touch the ball again.

The procedure in Law 14 states that the kicker must not play the ball again until it has touched another player. As the ball has hit the frame of the goal and not another player the kicker when he touches the ball is deemed to have infringed Law 14.
The restart is an indirect free kick from where the double touch infringement took place.

The player taking a penalty kick cannot play the ball again until the ball touches any other player. Note please this includes the goalkeeper
