View Referee Gary Voshol profileAnswer provided by Referee Joe McHugh Hi Jonny U Little games have special competition rules set by the organising body. These competition rules can allow for the following modifications: # size of the field of play # size, weight and material of the ball # width between the goalposts and height of the crossbar from the ground # duration of the periods of play # substitutions and the governing body can lay down policies as regards these modifications. The Minnesota Youth Soccer Association states under its Modifications for U9/U10 games that there will be no penalty kicks awarded in U9 and U10 games. In the UK the the FA deems that penalty kicks must be awarded in all small sided games.
