Question Number: 26507

Kicks From The Penalty mark 6/28/2012

RE: Adult

Richard of Oxford, UK asks...

If a goal keeper gets injured during a the penalty shoot-out can you change him for another keeper?

Answer provided by Referee Joe McHugh

Hi Richard
There is provision in the Laws to allow a substitution of an injured goalkeeper during kicks from the penalty mark provided his team has not used the maximum number of substitutes permitted under the competition rules generally three from 5/7. It is the only substitution permittted after the final whistle.
When the maximum number of substitutions have been used the only option available to the team is to put an outfield player who is taking / has taken a kick into goal to carry out the goalkeeping duties.
An outfield player who is eligible to take a kick may change places with the goalkeeper at any time when kicks from the penalty mark are being taken.
An injured player including the goalkeeper is excused from taking a penalty kick and if that situation is identified before the penalty kicks begin the opponents must reduce its number of eligible players to equate. If it happens during the kicks there is no requirement to equate.

Answer provided by Referee Gary Voshol

The goalkeeper can be changed with any other player on the field at a stoppage, provided the referee is informed. Since Kicks From The Penalty Mark are pretty much one big stoppage with a couple seconds of action folded in, a swap can be made.

In addition if the goalkeeper is injured, a substitute can come off the bench, providing the maximum number of substitutes allowed has not been reached. This is the only substitution that can be made in KFTPM.
