Question Number: 26704League Specific 8/30/2012RE: NCAA College Cardoza of Madrid, N.Y. USA asks...NCAA Collegiate Rules: In the last five minutes of regulation, the clock must be stopped if the team that is ahead in the score requests a substitution. Question: -Last five minutes of play -The Team B, that is behind in the score, has a throw in. -Team B has subs at table. -Team A also has subs at table. _Must clock be stopped to bring subs in if Team A, (ahead in the score) does not 'own' the throw-in? Answer provided by Referee Dennis Wickham The clock is stopped. It matters only that the team in the lead is making a substitution. Rule 3.6.2. It does not matter that the substitution opportunity arose because the other team did so as well.

View Referee Dennis Wickham profileAnswer provided by Referee Joe McHugh Hi Knowing very little about NCAA Rules, in equity it would seem to me that on a substitution by Team B that it would unfair to allow the clock to continue when Team A uses the opportunity as well. The reason the rule exist I assume is to prevent the team that is winning running the clock down on a substitution. If Team A wants the clock to continue then don't make the substitution or do it before the last five minutes.
