In a game with two refs - and one ref calls a foul and simultaneous the other ref blows his whistle to end the game - is the game over or is the team allowed to take the free kick.

Also - on the free kick - it hits a boy in the hand in the box - does the other team get to take the PK?

Under NFHS rules (which is the usual situation involving dual referees), the clock is not automatically stopped for a foul.. It is stopped if a player is cautioned or if a penalty kick is awarded.

Under TLOG (which does not permit dual referees), the referee has discretion to allow additional time to allow a free kick to be taken on an ordinary foul. The match must be extended to complete a penalty kick.

Hi Steve
The match is ended when time expires. If however the foul is a penalty kick time is extended to allow the kick to be taken. If it a regular foul the free kick is not taken.
If during play a penalty is awarded just before time expired the referees allows the kick to be taken as the last kick of the game. No follow up play is allowed
I might add that the ball hitting a player on the hand is not automatically deliberate handling. The action must be deliberate for the offence to called.
