That is a competition rule and it varies from competition to competition. The number can depend on the type & number of games played in the competition.
Typically it ranges from 3 to 5 cautions and my expereience is with 3 at underage. For instance CAYSA has a one game suspension for players than accumulate three cautions. USSF has a three caution one game ban in Open Cups while FIFA and UEFA adopts a two caution one game ban in its competitions such as group qualfying and Finals. The Premier League in the UK has a five caution one game ban and the competition is played over 42 games.
