Question Number: 27039Kicks From The Penalty mark 11/26/2012RE: NJCAA College Mr. Warford of Titusville, Florida United States asks...This question is a follow up to question 23331 In a recent semi-final game that resulted in a tie after two 10 minute overtime periods, a penalty shootout took place. During the first set of 5 kicks for each team, one player ran all the way to the ball, pulled her leg back and then started with her leg forward but stopped immediately before kicking the ball and did not kick the ball. After some discussion between the refs, she was issued a yellow card, then allowed to start over with her kick. Was this the correct procedure to follow in a penalty shoot-out? Makes for a great demonstration of some of the problems we face on the field As Ref McHugh states, the restart must still go ahead even if misconduct occurs prior to the restart.
