Question Number: 27049Kicks From The Penalty mark 12/2/2012RE: Adult steve of sevenoaks, kent england asks...in a penalty shootout can the ref change his mind after he has said no goal to the ball hitting the crossbar hitting the line and coming out, can he order a retake Answer provided by Referee Joe McHugh Hi Steve The referee can order a retake if he believes that the goalkeeper has infringed Law 14 by say coming off his line before the ball is kicked. Also there is no signal to convey no goal so I assume it could only be conveyed to the GK verbally. Why he would do that and then tell the same player it is a retake seems strange to me. More likely what happened here was the GK came off his line, ball hit the crossbar, ball came out and the referee went with a retake which is correct in Law.

View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham If there is an infringement by a member of the defending team (keeper comes off line) after the whistle but before the kick, the referee allows the kick to continue. If a goal is scored, it counts. If a goal is not scored, the kick is retaken.
