Ayanava Kar of Kolkata, West Bengal India asks...

In a derby match, if away team supporters(the same ground is home ground for both the teams) creates some nuisance (due to that player from the away team gets injured) and AWAY TEAM REFUSES to play, which team might be punished? is it the organizing home team or the away team ? NOTE :: there are some strict rules in the tournament

Hi Ayanava
The competition organisers will take into account the referee's report and all the circumstances pertaining to the abandonment of the game.
In games in Europe UEFA can validate the result as it stood at the moment when the match was abandoned if the match result was to the detriment of the club responsible for the match being abandoned. This can deter supporters from misbehaving as they know their team will be punished by the loss of the match and a hefty fine.
UEFA competition rules would also dictate that a team that refuses to play will lose the game and pay a hefty fine. The referee is the sole judge as to whether the game should proceed or not, on all criteria including stadium safety.
Generally these principle apply thoughout the football world in games under the auspices of FIFA the world game governing body.
