Answer provided by Referee Joe McHugh Hi Craig Thank you for your question. In the early Laws of the game one of the duties of the referee was to "" keep a record of the game; act as timekeeper and allow the full or agreed time, adding thereto all time lost through accident or other cause."" Indeed only after 1958 were substitutes allowed so generally added time was confined to injuries which in the early days did not take long to deal with. As the game developed teams found ways to 'use up' time such as unnecessary substitutions, lengthy injuries and as a result the Laws had to be more detailed in the instructions to referees. In the great rewrite of the Laws in 1997 we have the basis for the current wording of Law 7. So in summary added time has always been there in the Laws. It has just been refined in recent times.
