Question Number: 27099Kicks From The Penalty mark 1/9/2013RE: Competitive Adult Arthur Murphy of Abersdeen, Scotland asks...After extra time being played and the game going to kicks from the penalty mark, can an injured goalkeeper be replaced by an avaialble substitute? - Both before or during kicks. Also similarily can an injured outfield player be replaced by an avaialble substitute? If not does the other team have to reduce their number of kickers as they would if someone had been sent off from the opposing team? Answer provided by Referee Dennis Wickham To be eligible to participate in kicks from the penalty mark, players must be on the field of play when regulation time (plus any overtimes) expires. Moreover, if a player is injured and can no longer participate before the kicks phase begins (i.e., after the first kick has been taken), the other team must reduce its number of players. After the first kick, however, there is no further reduction regardless of injury or sendoffs to a field player. There an exception for an injured goal keeper. Assuming the team has not used all of its substitution opportunities during the match, a substitute may replace a goalkeeper who is injured and cannot participate in the kicks even if the injury occurs during the kicks phase.

View Referee Dennis Wickham profileAnswer provided by Referee Joe McHugh Hi Arthur Only players on the field of play or entitled to be on the field of play at the end of regulation time can take part in kicks from the penalty mark. The one and only exception is that an injured goalkeeper can be replaced during kicks from the penalty mark provided the team has not used all its available substitutions. As regards equating numbers that only happens before the kicks from the penalty mark begins. After the 1st kick is taken there is no further reduction is possible.
