can an assistant referee overturn a referees decision.

The short answer is 'no' - strictly speaking, the AR doesn't make any decisions; he simply advises the referee of this view and the referee is the one who makes all the decisions.

However, the AR, if he feels the need, can call the referee over to discuss an incident, and this may result in the referee changing his decision.

The referee may change a decision based on information from the assistant referee so long as play has not restarted. The referee, however, makes the final decision.

Hi Willie
There is only one decision maker in the game and that is the referee. He is helped by assistant referees to carry out his role.
So the referee can be influenced by advice from an assistant but ultimately it is the referee that makes the call to make or overturn a decision.
