Question Number: 27315Law 12 - Fouls and Misconduct 4/13/2013RE: Intermediate Under 12 Phil of Tarzana, CA United States asks...This question is a follow up to question 27292 I would like a clarification, please. Blue player (attempted scorer) was clearly in an offside position when his teammate kicked the ball. It appeared that the defender ran onto the field before PIOP committed an infringement (by touching the ball or interfering with the play). Had the defender run onto the field after PIOP touched the ball, the restart would have been an indirect free kick for the defending team (white) & a caution for the player who ran on the field for USB, right? However, I don't understand why DOGSO would ever be an issue. Since the PIOP could not score a goal, regardless of whether the white player used his head or hands or entered before or after PIOP touched the ball, the only caution would be for entering without permission, right? Answer provided by Referee Joe McHugh Hi Phil The answer depends on whether there is offside or not. If there is offside then that is the first decision and no denial of a goal or goal scoring opportunity can take place when there s an offside.

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino But in the question you refer to, offside was NOT called. I believe it should have been called and had it, then you are correct, no DOGSO.
