The ball does not have to reach its intended target on the fly. Proper throw-in techniques must be followed. The USSF's document, Advice to Referees notes this: 'A throw-in directed straight downward (often referred to as a 'spike') has traditionally been regarded as not correctly performed; if, in the opinion of the referee such a throw-in was incorrectly performed, the restart should be awarded to the opposing team.' While this document is not binding on you in Australia, the concept would still apply.

View Referee Gary Voshol profileAnswer provided by Referee Joe McHugh Hi Dave It depends on whether the throw in was properly taken. If the throw in is a 'spike' where the ball is throw down at the ground close to the thrower then that would not be legal. That type of throw in would rarely if ever be see at the Pro level. Also i don't see any particular benefit in the type of TI.
