Question Number: 27468Kicks From The Penalty mark 5/21/2013RE: all levels Adult jeff of upland, ca usa asks...Pks shoot out...GK saves the 3rd shot...it goes forward about 3 yards hits a weird bump and goes back in the goal isn't that a dead ball already Answer provided by Referee Joe McHugh Hi Jeff As described this is a goal. This is what the Laws of the Game states '' When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar: # the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper The referee decides when a penalty kick has been completed.'' Note there is no mention of direction of the ball nor the time taken for the ball to cross the goal line. So the ball is never 'dead' while the momentum from the original kick is still present. It is only 'dead' in KFTPM when it goes wide or is touched again by the kicker or there is no potential for the ball to enter the goal from the original kick. Have a look at this video. The correct decision is to award a goal which was the referee's decision. View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham During kicks from the penalty mark, the kick is not over until the momentum of the ball has ended (in the referee's opinion). Spin, wind, and bumps on the ground can lead to unusual (but valid) goals.
