Question Number: 27513Kicks From The Penalty mark 6/9/2013RE: Junior Tournament Under 12 David nichols of Rayleigh, Essex England asks...Penalty shootout,shooter takes it misses the target,but keeper is ruled to have moved from his line slightly,should the penalty be allowed to been taken again?? Answer provided by Referee Gary Voshol Since the defense has violated the penalty kick procedure, the kicker gets another crack at it. If the shot had been made despite the violation, the goal would stand. However, the referee has the responsibility to decide whether or not the goalkeeper's movement had any effect on the play. If the keeper moved a bit forward and toward the left goalpost and the shot went wide to the right, the ref would be justified in deciding that the keeper's infraction was trifling and the missed goal stands as is.

View Referee Gary Voshol profileAnswer provided by Referee Joe McHugh Hi David The Law is quite explicit here in that the goalkeeper may not move from his line until the ball is kicked. It makes no difference if the kick misses the target. The application of that though, by watching any penalty kick, will show that a certain amount of 'latitude' is exercised. Generally unless the movement is blatant and excessive referees tend to ignore slight movement as 'trifling' and ignore it. Having said all that if the movement happens either by the goalkeeper or by encroachment by the players the referee can enforce the Law fully.
