Question Number: 27542Law 5 - The Referee 6/22/2013RE: Adult Mick of Cowra, NSW Australia asks...Ok, the ref awards a goal and points to the halfway for the restart. On looking around sees the linesman has his flag up for offside before the goal was scored. No goal or goal??? Answer provided by Referee Joe McHugh Hi Mick As play has not restarted the referee can change his decision. In this case the correct decision is to disallow the goal and restart with an IDFK for offside. What generally happens in these instances is that the referee may not be familiiar with the use of assistants and forgets to make eye contact with the AR after the goal to ensure everything is okay. Poor mechanics by the referee but it is still offside. Had the kick off though been taken the goal would have to count and the matter reported to the competition organisers.

View Referee Joe McHugh profileAnswer provided by Referee Jason Wright The 'goal whistle' is nothing other than a signal to indicate that the ball is out of play - and generally an unnecessary one. At any point in the game, the referee can change his decision as long as play has not restarted. So assuming that kick-off has not occurred, the referee can still disallow the goal. The referee should glance at his AR to check for a signal to prevent this situation though.
