game 1. nadroga 5 - 2 rewa

game 2. nadroga 0- 0 nadi ( in shootout, nadroga wins)

Answer provided by Referee Joe McHugh

Hi Vinnie
It all depends on the competition rules. Let's say it was played under FIFA WC rules with the Kicks from the Penalty Mark element eliminated it would read

Nadroga had 4 Points Goal Difference Plus 3
Rewa had 1 point Goal Difference Minus 3
Nadi had 2 points Goal Difference Zero
On that basis Nadroga and Nadi would progress

If the Kick from the Penalty Mark element was included in the calculation then

Nadroga had 6 Points Goal Difference Plus 3
Rewa had 3 point Goal Difference Minus 3
Nadi had 0 points Goal Difference Zero
So Nadroga and Rewa would qualify.
Both are viable options and as I say it depends on the competition rules.
I might add that Kicks from the Penalty Mark is generally only used to break ties in knockout games rather than get results in League formats. Other methods to break ties are used in Leagues and Round Robins formats such as goal difference, goals scored and results between the teams that are tied.

Answer provided by Referee Dennis Wickham

The rules of competition can set out many different ways to decide who advances. There is no single method. In all, Nadroga would qualify with two wins. With the KFTPM result, Rewa should advance with two wins and Nadi eliminated with 2 losses. But, as Ref McHugh shows with the method used by FIFA, adding KFTPM changes the result.

Some tournaments adopt a different formula than FIFA (although they allow ties in pool play without KFTPM). 6 points for the win; 3 points for a tie, 1 point for a shut out, and 1 point (up to 3 for each goal).

If KFTPM were NOT used
Nadroga gets 13. [(6+3) +(3+1)]
Rewa gets 7. [(2) + (2+3)]
Nadi gets 9 (3+1) (3+2)

In this scenario, Nadi advances because it had two ties (one a shutout) and no losses but Rewa has one loss and one tie.
