Question Number: 27614Law 15 - Throw In 7/21/2013RE: Adult jonathan of Dutban, Natal South Africa asks...A throw was given, the player takin the throw stole about 4 metres and threw the ball in the field the referee blew the whistle and gave the throw ball to the other side , saying the player commiteed a foul throw by staeling ground. Was this a correct decision by the referee Answer provided by Referee Joe McHugh Hi Jonathan As the throw in was not taken from the where the ball left the field of play it was incorrectly taken and therefore the TI is turned over to the opponents. So it was the correct decision. Unfortunately what has developed over the years is a liberal attitude to how far a TI can be taken from the 'correct' location and many referees have ignored the proper application of the Law. Another referee may decide to be 'relaxed' about TI locations and only deal with excessive movement. The important part is for the referee to be consistent in applying the Law.

When it has not been taken correctly, it's a turnover to the opposition. Some referees are stricter than others on this. Bear in mind, if a player is some distance behind the correct place the same law applies!
