Answer provided by Referee Gary Voshol

Since you're in Massachusetts, perhaps you're thinking of the high school time out rule.

Games played under the authority of FIFA/USSF (including USYS and AYSO) do not have time outs.

Answer provided by Referee Dennis Wickham

Massachusetts is the only place that I have heard where time outs are permitted for soccer in high school. (1 per team per half). I had not heard that they were being used for club soccer or for any other level. You may need to check with your local league to see if the practice expanded beyond high school.

Under the laws of the game, there are no time outs.
