Question Number: 27730Law 7 - Match Duration 9/6/2013RE: Competitive High School Parker Graffius of Madison , WV America asks...Around 3 seconds left there was a handball outside the box.As the attacking team was setting up, the clock expired. Should the free kick be taken? Answer provided by Referee Gary Voshol Not in a high school game played under NFHS rules, with a stadium clock. Time is up when the clock hits zero. A foul, such as handling, is not a reason for the ref to stop the clock.

If it is just a regular foul in a NFHS game then the game will expire when the clock reaches zero.
If however the referee cautions the defender for unsporting conduct then the clock will stop and there will probably be enough time for the kick to be taken.
In a FIFA game it is likely that the referee will allow the kick to be happen.
