John Cotton of sumter , sc US asks...

NEVER HAD THIS HAPPEN TO ME, GOALIE PLACES BALL FOR GOAL KICK AND PROCEEDS TO ROLL BALL WITH FOOT THEN PASSES IT OUT TO HIS TEAMMATE. IS THAT A DOUBLE TOUCH VIOLATION?
OR WOULD IT NOT BE BECAUSE BALL IS NOT IN PLAY UNTIL IT CLEARS PENALTY AREA?

Hi John
The ball is not in play until it leaves the penalty area so there cannot be any double touch violation.
However if the ball is moving then the player may not play a moving ball at a goal kick. The kick is retaken.
In NFHS once the ball has been spotted it may not be moved again by the kicker. Some players use the foot to spot the ball and that is perfectly acceptable.

Referees are told to discern the difference between placing the ball and kicking it. If the foot roll was only to reposition it, there is no problem here (except under high school rules).

In any event, the remedy is to retake the goal kick, as the ball was never in play (it never left the penalty area).
