Question Number: 27802Law 5 - The Referee 9/23/2013RE: Intermediate Under 12 Phil of Tarzana, CA United States asks...This question is a follow up to question 27790 In line with what referee Joe McHugh said, I've whistled to 'prevent an injury', even if the attacker tried to prevent the GK from releasing the ball. Since the restart for either an inadvertent whistle or injury is a dropped ball, you can talk to the players & then drop the ball to the GK for the restart. At that age, the offender is usually somewhat cowed after being told they did something wrong & doesn't even try to contest. I've never had anyone complain. Also, there is usually another teammate who can kick the ball further than the GK who can take the free kick. Answer provided by Referee Joe McHugh Hi Phil Thank you for your comments. At underage the referee is allowed some discretion and leeway so that the game is enjoyed by all and that the player learn from the experience. Fair play is always important so that the fouled against team is not disadvantaged.

One of the best things about working with the youngest players is we're reminded that our first responsibility is player safety. No one should accuse referees working the U-Little matches of being overly cautious. Anything we can do to prevent injuries to young children on the soccer field should be applauded.
