So both teams need to wait until the ball completely leaves the Penalty Area before they can touch the ball. Also, if the other team is taking the goal kick then your players need to stay outside of the penalty area until the ball has left the penalty area.

View Referee Jason Wright profileAnswer provided by Referee Keith Contarino At a goal kick, the ball is not in play until it leaves the penalty area. That means NO ONE may play the ball before it leaves the penalty area, including your players. If the ball is touched before exiting the penalty area, the goal kick is retaken. Additionally, the opposing players, in this case your players, must remain outside the penalty area until the ball leaves it. The players from the team taking the goal kick may remain inside the penalty area but may not touch the ball until it leaves it. If your players enter the penalty area and play the ball 3-4 times after being told not to by the referee, they are likely to receive a yellow card for Unsporting Behavior
