In a shootout in championship match, what rules govern movement of the goalkeeper? Can (s)he move side to side but not forward before the ball is kicked? If (s)he is called for illegal movement, is there a penalty? Or is the kick simply re-played? If there is no penalty, what prevents a goalie from attempting to "jump the gun" on every shot?

The goalkeeper must remain on the goal-line until the ball is kicked. They are allowed to move along this line or side to side during the taking of the kick but not forward or backward..If the goalkeeper moves forward too soon, the referee should allow the kick to proceed and if scored, a goal is awarded. If the player misses, then the penalty is retaken. The goalkeeper would be warned on their first encroachment not to repeat the offence. If the goalkeeper continues to encroach on the subsequent penalty(s), they will be cautioned. If it is their second caution, they would be ordered off. Jumping the gun on every shot would therefore result in an early bath!
