Question Number: 28084Law 16 - Goal Kick 12/29/2013RE: Under 13 Carl Lambert of Ipswich, England asks...Can a striker score from an opponents goal kick even if the ball hasn't left the penalty area? Answer provided by Referee Gary Voshol The ball is not in play until it leaves the penalty area. And opponents cannot enter the penalty area until the ball is in play. So no, it's not allowed to intercept a goal kick inside the PA and try to score.

View Referee Gary Voshol profileAnswer provided by Referee Joe McHugh Hi Carl The ball must exit the penalty area on any kicked restart by the defending team for the ball to be in play. A goal can only be scored when the ball is in play so in this situation the ball is not in play so the goal kick is retaken.
