No that is not possible. At any restart the kicking player may not touch the ball again until it has touched another player.
When a 'dounle touch' infringement happens the referee awards an IDFK from the location of the offence.

Consider the Referee and Assistant Referees to be a part of the field, like the corner flag.
The law requires the ball to touch another player before the kicker can touch it again - as the referee is not a player this does not count as that required touch.
