A team may change its goalkeeper at any time including during Kicks from the Penalty Mark provided the referee is informed.
If a team has not used all its allowed substitutions it may still substitute an injured goalkeeper after the game has ended during KFTPM. The same would not apply to an outfield player.

View Referee Joe McHugh profileAnswer provided by Referee Jason Wright If you're referring to Kicks From The Penalty Mark (also know as a penalty shootout), then after the final full-time whistle has blown the keeper can be changed with any other on-field player, but can only change with a named substitute if the keeper is injured and the team have not used all their named substitutes.
