Question Number: 28151Kicks From The Penalty mark 2/3/2014RE: supporter Adult leslie ferries of banchory , aberdeenshire scotland asks...If a team gets two players sent off during normal play and the game goes to a penalty shoot out what happens if it get to 9-9? Does the team with only 9 players lose or can they just start again with the same players? Answer provided by Referee Joe McHugh Hi Leslie What happens is that the opponents are asked to reduce by 2 players to make it 9 on each side before the kicks begin. The team will normally picks its two weakest penalty kickers as the players to be excluded from the kicks. When it gets to 9-9 penalties taken without a winner the teams will continue to take penalty kicks and the order of the first 9 does not have to be followed in the next round of kicks.

View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham The procedures during kicks from the penalty kick provide that when the first kick is taken, each team will have the same number of eligible kickers. The team with 11 players at the end of regulation time must decide which two will sit out. After the first kick is taken, however, there is no further reduction even if a team's number is reduced by injury or sendoff. In theory, kicks would continue even if a team had only one player left.
