How about this scenario:
Goalie's defender throws the ball directly to him¦ but he realizes that an attacker is going to get to it first, for an easy header into the goal.
Goalie decides to use his hands, to deny an obvious scoring opportunity.

That's correct. On the scenario you mention the only possible decision is an IDFK only.
When this change to Law 12 was made the lawmakers IFAB did not want to stop goalkeepers from doing what they must do which is to use their hands inside the penalty area to make saves etc. So scenarios like this were excluded from a caution or a sending off. The game could not really expect the GK to ''do nothing'' in these scenarios for fear of a caution / dismissal. The restriction is in place to stop the ball being handled by the goalkeeper when the ball is deliberately kicked / thrown to the GK which has an IDFK punishment only.
