Question Number: 28292Law 13 - Free Kicks 3/30/2014RE: Comp Under 15 Eddie of Sacramento, Ca USA asks...A goalie stops a shot and picks up the ball within the penalty area. The goalie goes to throw the ball back into play
Does the ball need to leave the penalty area - or can the throw to a defensive player be inside the box? Answer provided by Referee Joe McHugh Hi Eddie
The only time the ball has to leave the penalty area to be put in play is at a defensive restart such as a goal kick and a free kick. At all other times the ball is in play and the ball can be touched by a player inside the penalty area.

It is only when the defense is taking a free kick from its own penalty area that the ball is not in play until it leaves the penalty area. (Law 13.)
