The GK (on the field) is considered an eligible player at the end of extra time. If the match moves to kicks from the mark, is the GK required to take a kick before any of his teammates can take a second kick?

Hi Doug
Under the FIFA Laws of the Game all players on the field of play at the end of extra time must take a penalty kick which includes the goalkeeper before a team mate can take a 2nd kick.
Under NFHS Rules it is different and Referee Wickham has outlined the recommendation

NFHS recommended rules for kicks from the mark are different than TLOG.
Under TLOG, no one can kick a second time until every eligible kicker has taken a kick, including the goalkeeper.

Under NFHS recommendations, any five players from the roster can be chosen to take the first five kicks (whether or not they were players on the field when the match ended). If still tied, five different players are chosen, with scoring now 1 vs 1. If still tied, any five players can kick (including one of those that have already kicked in either group). The keeper is not required to kick.
