Question Number: 28435Law 15 - Throw In 5/18/2014RE: selec Adult sibusiso of cape town, south africa asks...Can you throw a ball when you are 5 metres away from the line? Answer provided by Referee Joe McHugh Hi The Laws state that the throw in is taken from where the ball left the field of play. Five yards from that is excessive and would not be allowed. Does it happen ? Probably yes. In a recent game that I was officiating a player took a quick throw in from behind the railings. I immediately called that as incorrectly taken and turned the ball over. I have seen players take a throw in from a few yards back in full view of the players and referees with no complaint. The referee allowed play to continue and no notice was taken.

Five meters is, IMO, too far to be ignored as a trifling infringement. It can unfairly affect play. Of course, if there is no opponent within 30 meters of the throw-in, the referee might view it differently, and ignore it.
