Question Number: 28471Kicks From The Penalty mark 6/2/2014RE: Rec, Select, High School Other John Barry of Medford, NY USA asks...More a comment then a question. Fully agree with your response if game played under FIFA laws. However, if game played under National Federation High School rules, all players on team are eligable to take part in kick from the penalty spot to determine winner of a match decided by kicks. Kickers are not restricted to just those on the field at the conclusion of the match. Answer provided by Referee Joe McHugh John And therein lies a very real challenge for the game in the US. A referee can be told at a NFHS game that a player on the roster can take a kick and perhaps fails to realise that does not apply to FIFA games. Referees under the FIFA code struggle with one set of Laws that they might not be up to speed on and a 2nd code that is 'similar' can 'confuse' them in circumstances such as KFTPM.

View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham John, your observation is correct with one note. NFHS only makes recommendations for KFTPM in the appendix. Local federations often change them or use LOTG. A referee accepting a high school match that may go to kicks if tied at the end of regulation must know the local rules. It is usually wise to go over them with both coaches before the match.
