Question Number: 28589Kicks From The Penalty mark 7/10/2014RE: COMPETIVE Adult luis carreno of wollongong, nsw AUSTRALIA asks...in a penalty shoot out, at the end of a tied game, what is the rule on a taken penalty that 1: hits the crossbar/post and comes out? 2: hits the crossbar/post and comes out, hits the keeper and deflects into the goal? Is the play dead after hitting the frame and either going in or out? Answer provided by Referee Gary Voshol Both of these instances count. Law 14 says: When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar: • the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper

View Referee Gary Voshol profileAnswer provided by Referee Richard Dawson Hi Luis, well in part 1 if it hits the cross bar or post and comes out it was never in was it so nothing to worry about if the ball continued into the field and had no back spin or momentum that could suddenly reverse itself! The referee decides when a penalty kick has been completed. He would wait to ensure there is no unusual back spin or conditions that might cause the ball to reverse its self. If the ball was rolling steadily into the field it would be fine to blow the whistle ending the pk as the ball has no opportunity to finds its way under its own momentum into the goal. Now part 2 if that ball hit the keeper and crossed the goal line under the crossbar and between the posts then yes it is a goal as would any deflection of the ball off any combination of those three. The key factor is momentum imparted on the ball from the original kick. If all of the ball crosses all of the goal line from the original kick then a goal is awarded
