Question Number: 28776Kicks From The Penalty mark 9/22/2014RE: pro College milan khadka of kathmandu, nepal asks...in tiebreaker if a penalty taker takes the kick before wistle and misses it what happens? is it retaken or not? Answer provided by Referee Joe McHugh Hi Milan A penalty cannot be taken until after the whistle signal is given. The kick is retaken in all situations. The referee should manage this carefully and try his best to ensure that the signal is given promptly which then means that the situation does not arise.

View Referee Joe McHugh profileAnswer provided by Referee Richard Dawson Hi Milan, It takes a very poor effort on the part of a referee to let this occur. The referee could HAND the ball to the PK kicker, look directly at him and say very clearly, pointing to the whistle, you wait until I blow this understand? Getting an affirmative nod in response . If a referee does this , then the Pk is not a restart where it should be possible to go early unless the player is a complete idiot or a whistle is blown nearby other than the referee's catches us unaware . That said if a player was so obtuse to go ahead and whack the ball at the keeper BEFORE I blew or as I was going to blow. IF I bring it back to retake I would likely caution, unless ,as I said, a whistle other than my own created the confusion . If he misses? well I was blowing, but the pea was stuck so it was not very loud might be another way of looking at it! Next shooter please Cheers
